Well Control Drills

Drills are designed to provide the opportunity for participants to validate their ability to manage a well site incident and to gain practical experience in the emergency management processes necessary to direct a dynamic incident in the command post working environment.

Using a client’s existing response plan and historical response management knowledge, the client’s Emergency Management Team and Emergency Support Group should be able to execute the appropriate strategies and tactics required to supervise the critical first 12 hours of a well site incident in the designated operating area.

Various exercise objectives will be evaluated for the purpose of imparting consensus knowledge and individual competencies of the client’s Emergency Management Team and Emergency Support Group such as:

  1. Establishing Command and Control on Scene
  2. Devising safe work zones for well control operations
  3. Developing the Site Safety Plan (ICS-208 SSP) & Incident Action Plan (ICS 201 IAP)
  4. Gathering and evaluating air monitoring data
  5. Establishing proper evacuation distances
  6. Completing the internal and external notification sequence
  7. Operating in the command post environment
  8. Prioritizing resource requests
  9. Managing mutual aid capabilities
  10. Enforcing safety policies during an emergency
  11. Working with the client’s existing response plans & tactical resources
  12. Aligning response priorities with achievable outcomes
  13. Developing consistent messaging with jurisdictional agencies

 

Once the drill has been completed there will be a debriefing and lessons learned session to discuss items such as:

  1. What are the top 5 strategic priorities based on this incident scenario?
  2. What are the top 3 external communication problems expected in an event of this magnitude?
  3. What 3 key pre-planning elements would have expedited response to this event?
  4. What are the 5 most critical resources in an incident of this severity?
  5. What 3 stakeholders could be expected to have the most positive/negative influence on the operational objectives of this emergency?
  6. Areas where commendable incident management were demonstrated
  7. Areas where incident management skill improvement are needed?
